Establish a plan of action for the development of planning and programming <br /> activities that will proactively address the needs identified. <br /> <br />NOW, THEREFORE, BE IT RESOLVED the City of Elk River endorses the vision for <br />the TH 10 Corridor. <br /> <br />FURTHERMORE, BE IT RESOLVED the City of Elk River endorses the concept that an <br />adequate network of supporting roads is necessary to attain the TH 10 Corridor vision. <br /> <br />FURTHERMORE, BE IT RESOLVED the City of Elk River recognizes the regional <br />significance of the corridor in supporting the regional economy. <br /> <br />FURTHERMORE, BE IT RESOLVED the City of Elk River is committed to working in <br />partnership with Mn/DOT and the other partners along the corridor as a member of the <br />TH 10 Corridor Management Team. <br /> <br />BE IT FURTHER RESOLVED the City of Elk River intends to bring forward the <br />following issues for resolution and discussion with the TH 10 Corridor Management <br />Team: <br /> <br />Acknowledgement that the City of Elk River is unique, as it is at the center of <br />two interregional corridors (TH 10 and TH 101/169). <br /> <br />Acknowledgement that the City of Elk River is unique as the TH 101/169 <br />corridor is in the middle of the city and splits the TH 10 study between the <br />high priority corridor designation and the medium priority corridor designation. <br /> <br />Elk River, based on the physical barriers and limitations within the city (i.e. <br />Mississippi River and railroad tracks), sees the need for an additional <br />transportation study that integrates the TH 10 corridor and the TH 101/169 <br />corridor in another manner rather than retaining the same current alignments. <br /> <br />Elk River supports and sees the need to provide additional transportation <br />alternatives along the corridor, such as the Northstar Commuter Rail project. <br /> <br />o <br /> <br />The development of frontage roads and upgrade of the existing City street <br />system necessary to make a freeway design of TH 10 operate efficiently. <br /> <br />The alignment and interchange location on the segment from TH 101/169 to <br />the east City limits. More study and public input is necessary before deciding <br />on an alignment change and location of the interchange. <br /> <br />On the segment from 600 feet west of Proctor Avenue to 950 feet east of <br />Main Street, consideration needs to be given to lowering TH 10 below the <br />surrounding grade versus raising it above. Aisc, consideration should be <br />given to a raised alignment on the north side of the railroad tracks.
