3. Establish a plan of action for the development of planning and programming activities that will proactively address the needs identified. NOW, THEREFORE, BE IT RESOLVED the City of Elk River endorses the vision for the TH 10 Corridor. FURTHERMORE, BE IT RESOLVED the City of Elk River endorses the concept that an adequate network of supporting roads is necessary to attain the TH 10 Corridor vision. FURTHERMORE, BE IT RESOLVED the City of Elk River recognizes the regional significance of the corridor in supporting the regional economy. FURTHERMORE, BE IT RESOLVED the City of Elk River is committed to working in partnership with Mn/DOT and the other partners along the corridor as a member of the TH 10 Corridor Management Team. BE IT FURTHER RESOLVED the City of Elk River intends to bring forward the following issues for resolution and discussion with the TH 10 Corridor Management Team: Acknowledgement that the City of Elk River is unique, as it is at the center of two interregional corridors (TH 10 and TH 101/169). Acknowledgement that the City of Elk River is unique as the TH 101/169 corridor is in the middle of the city and splits the TH 10 study between the high priority corridor designation and the medium priority corridor designation. Elk River, based on the physical barriers and limitations within the city (i.e. Mississippi River and railroad tracks), sees the need for an additional transportation study that integrates the TH 10 corridor and the TH 101/169 corridor in another manner rather than retaining the same current alignments. Elk River supports and sees the need to provide additional transportation alternatives along the corridor, such as the Northstar Commuter Rail project. o The development of frontage roads and upgrade of the existing City street system necessary to make a freeway design of TH 10 operate efficiently. The alignment and interchange location on the segment from TH 101/169 to the east City limits. More study and public input is necessary before deciding on an alignment change and location of the interchange. On the segment from 600 feet west of Proctor Avenue to 950 feet east of Main Street, consideration needs to be given to lowering TH 10 below the surrounding grade versus raising it above. Aisc, consideration should be given to a raised alignment on the north side of the railroad tracks. A full analysis of all alternatives and their effects on Elk River downtown needs to be undertaken and public input sought before a final decision can be made.
