Green Company <br />Project No. 802400J <br /> <br />Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> <br />The City Engineer and General Manager of Elk River Municipal Utilities have identified <br />several areas where watermain improvements are necessary to improve the inadequate <br />water flow from east to west due to small sized mains. The small sized mains also <br />result in inadequate fire protection. The existing water system, with proposed <br />improvements noted, is shown on The improvements include: <br /> <br />Installation of watermain <br /> <br />Currently, there is no watermain on York Avenue from Main Street to 2nd Street, <br />2nd Street from York Avenue to Xenia Avenue, and Xenia Avenue from 2nd <br />Street to Main Street. A minimum size of six-inch watermain would be installed <br />at the time of street reconstruction in this area. <br /> <br />Upsizing of 4-inch watermain <br /> <br />Currently all areas between Main Street and Trunk Highway 10 are served with <br />4-inch watermain. This small watermain size has resulted in Iow fire flows and <br />high head losses across the 4-inch main. All 4-inch watermain will be upsized to <br />a minimum of 8 inches as necessary through the downtown area. <br /> <br />The most crucial improvement to the overall water system is the upsizing of the 4-inch <br />watermain along 4th Street from Jackson Avenue to Main Street to provide adequate <br />fire flow protection to residential homes and businesses. <br /> <br />The existing storm sewer collection system is shown on Several streets <br />within the study area are not currently served with storm sewer. When streets are <br />reconstructed to an urban section, storm sewer will be constructed. During the <br />preliminary design phase, the collection system will be reviewed to determine if the <br />current pipe and storm sewer outlets are adequate. An example of existing storm sewer <br />that needs to be reconstructed is in the Upland/Tipton area. The existing storm sewer <br />currently runs through properties. The storm sewer location needs to be corrected so <br />that it is within the public right-of-way. <br /> <br />Approximately thirty feet of right-of-way (ROW) is necessary on either side of centerline <br />of the street to construct the proposed improvements.
