Green Company <br />Project No. 802400J <br /> <br />Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> <br />Streets constructed to a standard residential street design <br /> <br />Urban residential streets should be constructed to a minimum 7-ton design. <br />Based on typical soils in Elk River, the proposed pavement section for residential <br />streets consists of 6 inches of Class 5 aggregate base, 2 inches of bituminous <br />base course, and 1½ inches of bituminous wear course. The proposed street <br />section will need to be verified by a geotechnical investigation during the design <br />phase. <br /> <br />Installation of concrete sidewalk <br /> <br />Proposed improvements also include constructing 6-foot wide sidewalk where <br />feasible on both sides of the road, and replacing existing concrete sidewalk <br />where necessary. <br /> <br />Installation of street lights <br /> <br />Street lighting has been included as part of the proposed improvements to allow <br />for upgrading of intersection lighting and installation of street lights where <br />necessary for improved traffic safety. According to Elk River Municipal Utilities <br />Standard on Street Lighting, street lights shall be installed at all major <br />intersections and at mid-block provided that no lights are spaced closer than 300 <br />feet. Street lighting layout shall be approved by the Elk River Municipal Utilities <br />and shall be consistent with the standard type of lighting currently being utilized <br />by the City to provide for a uniform City Street Lighting System. <br /> <br />Standard boulevard restoration will consist of seeding all disturbed areas. <br /> <br />The typical street section is shown in <br /> <br />The majority of the City of Elk River is currently served with sanitary sewer as shown on <br /> At this time, no specific sanitary sewer improvements are proposed; <br />however, before street reconstruction, all of the sanitary sewer within the project area <br />should be televised. Through reviewing televising reports, it will be possible to identify <br />any areas where deterioration of the sewer main from age and/or tree roots has <br />occurred and is compromising the system. Deterioration of the sanitary sewer mains <br />allows clean ground water to enter the mains. Treating this clean water is an <br />unnecessary expense and can be addressed if necessary during street reconstructions. <br />A general proactive street and utility reconstruction and maintenance program is the <br />best way to address infiltration and inflow due to sewer line deterioration. Minimal <br />improvements have been included in the cost estimate. <br /> <br />4 <br /> <br /> <br />
