Green Company <br />Project No. 802400J <br /> <br />Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> <br />In order to maintain the integrity of street network system, it is the recommendation of <br />the report to proceed with the reconstruction projects as they have been outlined. As <br />the projects progress the streets scheduled for reconstruction can be evaluated and <br />revised based on comments from residents. <br /> <br />The City Council should take the following actions in order to proceed with the <br />reconstruction process: <br /> <br />The report should be adopted <br />The maximum "per unit" assessment rate for residential properties should be <br />finalized and adopted. <br />Authorize televising of the sanitary sewer. <br />Order feasibility study and preliminary survey for the first project. <br /> <br />This report focuses on the streets within the old core City. The streets within this area <br />are among the oldest in the City and have reached the end of their useful lifespan and <br />in order to maintain an adequate means of public transportation within the City of Elk <br />River the streets should be reconstructed. As time progresses and the streets are <br />rehabilitated, there will be areas outside of the old core City where the streets will be <br />approaching the end of their useful life. At that time it will be necessary to expand the <br />pavement rehabilitation process to include other areas of the City. <br /> <br />Pavement rehabilitation does not eliminate the need for preventative maintenance such <br />as seal coating and overlay programs. Seal coating and overlay projects enhance and <br />prolong the lifespan of the bituminous pavement. Through reconstruction and <br />preventative maintenance programs the City will be able to provide residents with a safe <br />and effective transportation system. <br /> <br />-14- <br /> <br /> <br />
