Green Company <br />Project No. 802400J <br /> <br />Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> <br />In order for each project to be successful, adequate time needs to be allowed for public <br />involvement in the process. To allow sufficient time for public informational meetings <br />and individual feedback on design concerns, it is proposed that a construction project <br />be authorized every other year. A tentative schedule for a typical construction project, <br />as provided in , is based upon guidelines established in Minnesota State <br />Statues, Chapter 429, Local Improvements, Special Assessments. These dates will be <br />revised as a project develops. <br /> <br />Identify pavement rehabilitation project <br /> and prepare initial feasibility study <br /> including topographic survey <br />Hold a public information hearing with <br /> affected property owners <br />Prepare a formal feasibility study, which <br /> would include public informational <br /> hearing input. <br /> <br />Hold public hearing before City Council <br /> <br />Prepare plans and specifications <br /> <br />Coordinate walk-through of affected <br /> properties with 95% completed plans <br /> <br />Bid project <br /> <br />Hold assessment hearing <br /> <br />Award Contract <br /> <br />Begin Construction <br /> <br />Construction substantially complete <br /> <br />Final lift of bituminous placed and any <br /> punch list work completed <br /> <br />Final project with Contractor <br /> <br />Begin new Pavement Rehabilitation <br />Program improvement project <br /> <br />July Year 1 <br /> <br />September <br /> <br />October <br /> <br />November <br /> <br />November thru <br />February <br /> <br />March <br /> <br />April <br /> <br />April <br /> <br />May <br /> <br />May <br />September <br />June <br /> <br />July <br /> <br />August <br /> <br />Year 2 <br /> <br />Year 3 <br /> <br />It is recommended that the first project be authorized in early spring of the first year the <br />project is to proceed in.
