Green Company <br />Project No. 802400J <br /> <br />Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> <br />In the event, an individual property does not have existing sanitary sewer service; <br />one would be installed and financed through assessments to the benefiting <br />property. <br /> <br />Surface Water Management funds <br /> <br />Several of the streets within the project area do not have concrete curb and <br />gutter or a storm drainage system. When the road is reconstructed to an urban <br />section, it will be necessary to address the drainage and install the necessary <br />additions to the storm sewer system. In addition, if repairs are necessary to the <br />existing storm sewer it would be completed as part of the street project. Surface <br />water management funds would be contributed for storm drainage <br />improvements. <br /> <br />City contribution <br /> <br />In recent budget cycles, the City Council has dedicated a portion of the City levy <br />to a fund for future pavement rehabilitation projects. The purpose of this fund is <br />to provide an additional means of financing for street reconstruction projects <br />when the improvement costs exceed funds that can be obtained through <br />assessments and other sources. <br /> <br />State Aid Municipal funds <br /> <br />An additional funding source available for only some of the streets within the city <br />is the City's Municipal State Aid Account. Some streets, which provide key <br />connections between State Highways, County Roads, and other major City <br />streets, have been designated as part of Elk River's Municipal State Aid (MSA) <br />street system. These streets typically carry higher volumes of traffic than <br />residential city streets and may have increased width and weight capacity to <br />handle the traffic volumes and loads. Due to the extra width and design <br />standards, the reconstruction costs are higher than that of a normal residential <br />city street. The portion of the construction cost of the reconstruction of MSA <br />streets is eligible for funding through the City's MSA account. However, to insure <br />equitable treatment of all property owners within the City the MSA funds should <br />not be used to lower the property assessment to adjacent property owners. <br /> <br />-9- <br /> <br /> <br />
