Green Company <br />Project No. 802400J <br /> <br />Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> <br />The improvements discussed in this report are proposed to be financed through a <br />number of different methods. These include: <br /> <br />Assessment to benefiting properties <br /> <br />Assessments play an essential role in funding street reconstruction projects. The <br />reconstruction of a street improves the City transportation system for residents in <br />the community, however the major benefactor of the improvements is the <br />adjacent property owners. They are the primary users of the improved street and <br />typically, property values increase due to the reconstruction. Therefore, a portion <br />of the street reconstruction cost should be assessed to all adjacent, benefiting <br />property owners. The method and determination of the assessments is noted in <br />the following section. <br /> <br />Elk River Municipal Funds <br /> <br />In areas currently served with watermain, it is anticipated that improvements to <br />the system will need to be completed in conjunction with the street reconstruction <br />projects. Improvements may be as minor as additional hydrant installation for <br />increased fire protection, replacement of existing hydrants and valves, and <br />isolated watermain replacement; or as significant as total watermain replacement <br />due to deterioration of the in-place watermain and upsizing of some of the <br />existing 4-inch watermains. The funding for repairs or replacement of an existing <br />watermain system would be paid for through Elk River Municipal Utility funds. <br />Sources of these funds include Water Availability Charges (WAC) and normal <br />water usage fees. <br /> <br />In some areas that are not currently served, a minimum of a 6-inch watermain <br />would be installed for fire protection and domestic water service at the time of <br />street reconstruction. The cost for the watermain and all appurtenances would <br />be funded through assessments to the benefiting properties. <br /> <br />In the event, an individual property does not have existing watermain service; <br />one would be installed and financed through assessments to the benefiting <br />property. <br /> <br />Other Utility funds <br /> <br />As described previously within the report, all existing sanitary sewer lines will be <br />televised for cracks, breaks, and infiltration to determine areas in which repair is <br />needed. The repairs will be financed through the general sanitary sewer funds. <br /> <br />-8- <br /> <br /> <br />
