Preservation Planning Summaries

The following recommendations were included with the previous historic contexts.

Landscape Settin?

Recommendation

1. Continue to research and interpret the relationship between the natural landscape, early
settlement, agriculture, and residential development of Elk River.

Agriculture

Recommendation

1. Inventory of remaining farmsteads is warranted. Existing survey information does not confirm
the number crf remaining early farmhouses (ca. 1850- 1880) and other properties related to dairy
production and potato cultivation.

Transportation

Recommendation

1. Interpretation of the role of early routes and roads through Elk River should be considered as
part of new downtown development.

Industry_ and Commerce

Recommendations

1. Conduct an inventory of commercial properties north of Highway 10. Early mill sites on the
Elk and Mississippi rivers should also be documented.

2. Wherever possible, retain and rehabilitate Elk River's remaining historic commercial and
industrial buildings. As a starting point, the Heritage Preservation Commission can recommend
properties and districts eligible for local designation according to criteria in the Elk River
Heritage Preservation Ordinance. Design guidelines can assist in reviewing proposals for
alterations to designated properties, as well as new construction within historic districts.

Residential Architecture

Recommendations

1. Conduct a complete inventory of residential properties throughout the city. The survival of
early Orono and Elk River townsite houses should be carefully documented.

2. Encourage the conservation of all of Elk River's historic buildings and particularly the original
houses of the Orono and Elk River townsites. The Heritage Preservation Commissionshould
identify residential properties eligible for local designation.

Elk River Historic Contexts and Phase II Downtown Commercial Area Study
