Case File: CU OG-12 <br />Page 3 <br />SeDtlc SYStem <br />At the staff site plan review meeting the condition of the existing septic system was <br />questioned. A request of that meeting was the applicant obtains a compliance inspection of <br />the existing system. The inspection came back as a failing system. The applicant then had a <br />plan designed to bring the system into compliance. Also requested was that a secondary site <br />be indicated on the site plan. Staff contacted the licensed septic designer to clarify the ability <br />to provide a second site. It was conformed that a second site is not possible on this site. <br />The designer did indicate that if there were to be any future problems with newly updated <br />system, a new tank could be added and the existing drain field could be dug up and then a <br />pressure bed added. Staff from the Building Division also stated that the current system <br />could have amonitoring/alarm system put in place to monitor the system to prevent future <br />problems. <br />Parking and Circulation <br />The site provides 39 parking stalls with most of the parking stalls being located outside of <br />the property line within the service road. This parking situation within the service road is <br />common with other properties within the area. Staff recommends that if the furthest east <br />stalls are not needed for the facility that they should be removed. <br />Landscaping <br />Due to the total amount of paving, retention ponds and septic areas no new landscaping is <br />being proposed. <br />Standards for Issuance of a Conditional Use Permit (Section 30-654) <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed <br />location: <br />7. mill not endanger, injure or detrimentally affect the use and enjoyment of other property in the <br />immediate vicinity or the public health, safety, morals, comfort, convenience orgeneral welfare of the <br />neighborhood or the city. <br />2. Will be consistent with the comprehensive plan. <br />3. Wlill not impede the normal and orderly development and improvement of surrounding vacant <br />property. <br />4. lPlill be served adequately by and will not adversely a~ect essential public facilities and services <br />including streets, police and fzre protection, drainage, refuse disposal, water and leaver systems, parks <br />and schools; and will not, in particular, create tra~zc congestion or interference with ytraffic on <br />adjacent and neighboringpublic thoroughfares. <br />5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will <br />be detrimental to any persons orproperty because of excessive traffzc, noise, smoke, fumes, glare, <br />odors, dust or vibrations. <br />6.
