These changes are minor, non <br />substantive, and can be considered housekeeping. <br />Introduction <br />In 1987, the City approved a request by GRE (then United Power Association or UPA) to burn <br />refuse derived fuel. As a condition of that approval, a Conditional Use permit and license was <br />required to be renewed every two years. In 2000, the permit life and license life was extended to 4 <br />years.
