The Land is needed by the City for the construction of <br />• ~ the planned intersection of Orono Road and the new Joplin Street approximately 300 feet south of <br />the entrance of Joplin Street to Trunk Highway 10. According to the Fair Board, the impact of <br />the loss of the acreage is serious because it diminishes the area used for the midway carnival, one <br />~of the main attractions at the Fair. The Fair Board will need to accommodate their carnival <br />contractor with a different layout for the midway or discontinue the event. Furthermore, the gate <br />at that corner of the Fairgrounds serves at the main entrance,. both for the carnival vans and for all <br />other functions at the Fairgrounds. Accordingly, the County Board respectfully submits the , <br />following provisions for consideration by the City Council in reaching an agreement mutually <br />acceptable to ail parties. <br />1. The County sells the 1.75 acres to the City at a fair market price, through a <br />mutually acceptable appraisal, so that the intersection can be constructed in 1995. <br />Special assessments will be paid by the City upon closing of the transaction and <br />will not be deducted from the purchase price. <br />2. The City removes the fence west of the Fairgrounds/ball field parking area so that <br />. the space for the midway is regained (by using the existing parking area). Parking <br />for the ball fields is relocated. See below. <br />3. .The City provides fill, regrading, and seed cover for the parking area and,. the low <br />' area north of the grandstand and Fair office to prevent water paneling.
