)

e DATE: JANUARY 7,1995
TO: CITY ADMINISTRATOR PAT KLAERS
FROM: THE ELK RIVER LIONS CLUB
SUBJECT: RECREATIONAL FACILITIES IN LION'S PARK

Earlier this winter the Elk River Lions club was approached by Phil Hals of
the City of Elk River and David Anderson representing the the Parks and
Recreation Board. They presented a plan to build three youth size soccer
fields in Lion's Park to be used by the Three Rivers Soccer Association for
league play.

We do not support the plan that they presented because it stresses league
use of the facilities. A document written at the time the Lion's Park was
turned over to the city stipulates that the facilities are not to be used for
organized sports. A copy is enclosed with this memo. A vote taken by
current Lions Club members indicates that the club has not changed its
position.

-

The Elk River Lions are interested in working with the City to develope
new recreational fields for the use of the general public. As funds become
available from our pull tab operation, a portion will be designated for
Lion's Park developement. We're looking forward to working with the City
of Elk River on this.

Ed Luukkonen
Secretary, Elk River Lions Club

.
