REQUEST FOR ACTION
To Item Number
Ci Council 5.1.
Agenda Section Meeting Date Prepared by
Public Works October 1, 2007 Lori ohnson, Ci ~ Administrator
Item Description Reviewed by
MnDOT/SRF Proposal fox Geometric and Environmental
Study on TH 10 in the Downtown Axea Reviewed by
Action Requested
See attached Request fox Action from Public Works Director Terry Mauxex.
Background/Discussion
In 2005 the city submitted its first request for federal funding to study trunk highway 10 (I'H 10) design
alternatives. The city has continued to apply fox federal funding since the initial application, but has not
received any funding despite many meetings with legislators and the support of the TH 10/169 Corridor
Coalition. The possibIlity of federal funding becoming available in the short term is very uncertain.
Because the ultimate design of TH 10 is an integral part of defining the redevelopment and development
of the city, the TH 10 design study was included in the capital improvement plan (CIP) with funding
coming from the street reserve fund.
Although this project was listed as a 2008 project in the CIP that was presented to the Council in August,
because the funding is from a reserve fund, the project can be authorized now. There is no need to wait
unti12008 to authorize the contract with SRF Consulting Group. From a funding standpoint, work on
this study can begin immediately.
Attached is a Request for Action from Public Works Director Terry Maurer requesting authorization to
add the TH 10 study to the existing TH 169 study. Craig Robinson representing MnDOT and Dave
Montibello of SRF Consulting Group will be at the meeting to explain the proposal and process in mote
detail.
S:ACouneil\LouA2007\Hwy ]0 Geometric Smdy.doc
