I <br />El <br />~u~er <br />Downtown Parking Study <br />INTRODUCTION <br />The purpose of this analysis is to assess both <br />existing and future parking conditions within <br />the Historic Downtown Elk River, Minnesota. <br />Two new developments, currently under <br />construction, will change the character of <br />the downtown and stimulate revitalization. <br />The City, being cognizant of the importance <br />of parking in a vibrant downtown, has <br />authorized this study. <br />The study is comprised of three phases: (see <br />Appendix 1 for the Scope of Services) <br />• Phase 1 -Existing and Future Parking Conditions <br />• Phase 2 -Parking Management and Conceptual Design Alternatives <br />• Phase 3 -Final Report and Presentation of Study Findings <br />METHODOLOGY -Existing and Future Conditions <br />The methodology for the analysis of parking supply /demand consists of: <br />• Reviewing background information and data provided by the City <br />• Conducting occupancy, turnover, and duration surveys to determine the <br />existing usage of the existing parking spaces <br />• Developing parking demand ratios based upon observed occupancy <br />and past experience of other central business districts <br />• Estimating future demand <br />PARKING SUPPLY <br />The City provided background information regarding the existing inventory of <br />spaces within the study area. Figure 1 depicts the study area and the existing <br />supply of parking. Table 1 shows the existing supply of spaces and the <br />calculation of effective supply <br />It is important that a supply of parking spaces include a cushion in excess of the <br />actual number of spaces needed to satisfy demand. The cushion of spaces <br />allows for vacancies created by restricting facilities to designated users, <br />misparked vehicles, spaces lost to minor construction, the dynamics of vehicles <br />entering and exiting parking spaces, and to reduce the time needed to search <br />September 2007 Carl Walker, Inc. <br />
