Previous permits issued with no charge: 341 (Including 110 to First National <br />Financial Services and 54 to the Bank of Elk River) <br />Current permits issued: 57 to Downtown businesses including some to the Bank of <br />Elk River, and 31 to First National Financial Services <br />If a change is going to be made with permitting, now is the time. Any delay will cause us to <br />be mid-permit process, and that would be a difficult time to make the change-both in terms <br />of what the Police Department, would do at the end of September when the current permits <br />expire-and how would we pro-rate the monthly charge through the end of the year. <br />With residential parking, I would request that the City Council remain consistent and <br />committed in following the recommendation of the Parking Task Force, staff and most of <br />the business community in keeping the residential parking across Highway 10 on the west <br />side of Jackson. There has been discussion of allowing certain rental property to use the <br />King Lot for residential parking. This is problematic for a number of reasons. <br />First-The greatest demand for space is still daytime parking spots for employees. Resident <br />parking was moved across Highway 10 for that reason. The City should stay with that move <br />as it positively impacts the larger section of our downtown population. <br />Second-The study really hammers home the point that policies and enforcement need to be <br />uniform for all entities involved. If one small section of population is allowed to park in the <br />King lot, how will this be explained to the Cinema Block residents, the Bluff residents and <br />the Jackson Square residents that they can't park there? They will all be required to walk <br />across to the overflow residential lot and will walk much farther than the other residents. I <br />am not confident that offering special privileges in the interest of a very small faction is an <br />appropriate course of action. <br />Last-The report has suggested, and I agree, that we look at improving the Highway 10 <br />Residential Parking Area to make it safer, and more appealing to residents. Suggestions <br />include: <br />• Decorative metal fencing-around the perimeter of the lot, being black steel or black <br />aluminum in design, approximately 48" tall -This would define the lot, give those <br />who park there some security, and would add a nice aesthetic touch to the lot itself. <br />(48" tall, black aluminum is approximately $40 a foot installed. To fence half the lot- <br />35 spaces, would require 800 feet of fence or $24,000) {One quote only by phone} <br />Move the primary entrance -The current entrance is right next to the Jackson <br />intersection and has been the cause of several accidents and other traffic problems. <br />That entry could be closed, and the more westerly vehicle entrance could be used or <br />another one added. <br />• Install a security camera - Place a recorded camera on a pole to monitor and record <br />events at the lot-making record of anything that might occur. <br />• Install a remote call box - Install a remote call box in the lot for emergencies. <br />
