4 <br />~.~ <br />1Livcr <br />Downtown Parking Study <br />Option 1 <br />Option 1 places the parking structure set back from Main Street about 100 feet <br />from the curb. An area for commercial buildings with a foot print of about 14,335 <br />square feet fronts Main Street. A service drive is shown along the north side of <br />the commercial building. The commercial building could be a single story or <br />multiple levels. This option would require the acquisition of the Elk River Meats <br />building and the demolition of the other HRA owned one story buildings fronting <br />Main Street. <br />The Option 1 parking structure concept has about 287 gross parking spaces. <br />However, the concept plans do not account for code required accessible <br />spaces. During the refinement of the design additional spaces may also be lost. <br />Approximately 5% of the spaces may be lost during the design phases. In Option <br />1 the number of spaces in the structure is reduced to about 273 spaces. <br />The structure has two supported levels plus the on grade spaces. The concept <br />design has two parking bays with the northern bay sloped providing vertical <br />vehicular circulation. The southern bay is essentially "flat", sloped only for <br />drainage. The overall footprint of the structure measures 124 feet wide by 275 <br />feet in length. Approximately 50 parking spaces are shown in the area north of <br />the parking structure. Access to these spaces is by driving through the structure <br />on the west end. <br />The conceptual construction cost is estimated at about $4.7 million. This estimate <br />is based upon typical parking structure costs in the Minneapolis market and <br />includes a 10% estimating contingency. The construction cost is about $17,200 <br />per parking space. This estimated cost does not include any site work for the <br />area located north of the parking structure. Subsurface soil conditions can have <br />large influence on the constructions costs for a parking structure. The estimated <br />costs do not include allowances for poor soil conditions or for environmental <br />remediation. <br />Fees for design work, geotechnical engineering, site surveys, etc are estimated <br />at 12% of the construction costs. An allowance of $40,000 is included for the <br />demolition of the existing buildings. The total project cost for the structure is <br />estimated at about $5.3 million. <br />Because the structure is displacing existing parking spaces consideration should <br />be given to the net number of spaces that will be added. The project, including <br />the remaining surface lot spaces, yields 165 additional spaces.
