It should also be remembered that in the Task Force's discussions three other over- riding <br />principles were addressed: <br />1) Visibility and a direct access to the greater downtown area is critical to long term <br />economic health <br />2) Determining an agreed upon City/MnDOT Highway 101ayout is critical in order to <br />prevent redevelopment projects being built and creating expensive acquisition issues <br />in the future, even if that future is 20 years out. <br />3) A geometric study is critical to Bete ~'' e not only a future Highway 101ayout but <br />also the interior roadway layouts that s pport a redesign, <br />Recommendation <br />In order to move the Draft Redevelopment Pl n forward for Board and Commission review <br />and public open houses, staff recommends the following: <br />1) The Illustrative Master Plan should sh w Jackson Ave. and Main Street being at <br />grade (this would represent the idea that it is a placeholder, albeit the text of the Plan <br />will strongly argue for a geometric study). <br />2) The text of the Plan will contain plan illustrations that represent the various options <br />that had been considered. <br />3) The matrix found on the original Draft (page 31) will be modified as shown on the <br />"Roadway Design Option" attachment. <br />4) The Plan's Highway 10 conclusion is that a geometric study is critical to avoid any <br />new redevelopment efforts causing conflict with future design and construction. <br />S:\Downtown Revitalization\Master Redevelopment Plan\Task Fotce\Memos\Task Force memos\8.13.07 hwy l0.doc <br />
