<br />To: Redevelopment Task Force, City Council Members, Madame Mayor and City Staff <br /> <br />Re: Draft Land Use Plans for redevelopment of Elk River as it pertains to Babcock Point <br /> <br />July 25,2007 <br /> <br />The Draft Land Use Plan, as it was presented in the July 6th mailing to stakeholders, <br />makes use of our property for a trail system that would bring the public behind our <br />neighborhood and link our property to the Lake Orono dam and to downtown. <br /> <br />We believe this planned trail would have a negative impact on the neighborhood along <br />this portion of the river, as well as a loss of privacy and security for many of us. We do <br />not support this planned trail. Furthermore, we are not interested in selling our land or <br />allowing for any public access through our land. <br /> <br />We respectfully request that our property be completely eliminated from consideration in <br />the Land Use Plan. We hope that this request can be met at the upcoming Task Force <br />meeting scheduled for August 13th. <br /> <br />If our property appears on any city redevelopment plan, we do not want any trails, parks <br />or public access to be marked on it. We do not wish to have our land designated as <br />"Open Space", a more accurate label for our land is private property. <br /> <br />We would like to suggest that in future planning, the Task Force or any other committee <br />that attempts aggressive or long range planning include residents and affected property <br />owners at the beginning of the planning process. <br /> <br />We wish the Task Force, City Council and City Staff good luck in re-working the <br />Land Use Plan to meet the needs and wishes of the Elk River residents. <br /> <br />Respectfully, <br /> <br />J aIm E Babcock <br />Nancy K Babcock <br />
