<br />Work Scope (cant.) <br /> <br />Task 3c. Revise Nondegradation Plan Based on City Staff Review <br /> <br />Task 3d. Obtain Comments from Local Water Authority on the <br />Nondegradation Plan in Order to Facilitate Modifications to the City of Elk <br />River MS4 Storm Water Pollution Prevention Plan <br /> <br />The methods, results, and recommendations of the study will be detailed in a report for the <br />City. Wenck staff will clearly identify areas with significant load increases and focus on <br />revisions to the development standards to mitigate the potential impacts and reduce loading <br />to 1988 conditions, if necessary. <br /> <br />A draft of the report will be sent to City staff for their review and comment. Prior to the <br />City review process, though, it may be beneficial for Wenck staff to present the results and <br />recommendations of the study to City staff. Following City review, Wenck will revise the <br />report as necessary to incorporate comments from City staff and complete the report. <br /> <br />When complete and at the direction of City staff, Wenck staffwill forward the report to the <br />local water authority for their review. Wenck also anticipates that City staff will initiate the <br />public review process at this time. <br /> <br />Task 4. Submittal to MPCA <br /> <br />Task 4a. Loading Assessment <br /> <br />Task 4b. Nondegradation Plan <br /> <br />Wenck staff will schedule meetings with MPCA staff early in the study. During these <br />meetings, we will 1) review the methodology and approach of the loading assessment, and <br />2) present preliminary information related to the loading assessment. <br /> <br />After the public comment period has ended, Wenck staff will forward the loading <br />assessment and nondegradation plan to the MPCA. The report will include all public <br />comments and required documentation such as a Record of Decision. Also included in this <br />task is an application to modify the City's MS4 General Permit. Finally, Wenck will <br />modify the nondegradation plan to address comments generated by the MPCA. <br /> <br />CITY INVOL VEMENT <br /> <br />We see the City's involvement in helping to identify and collect the data as well as helping to quantify <br />ponds in the City. Realizing that this could be a significant task, we will work with the City to develop <br />a process that uses the data available and includes a minimum amount of effort. The majority of the <br />involvement will be during the BMP identification and selection process for addressing load changes <br />in the nondegradation assessment.
