<br /> <br />THE STAFF WE HAVE DEDICATED TO <br />THIS PROJEO BRING A THOROUGH <br />KNOWLEDGE OF THE MPCA's INTENT <br />AND THE PRACTICAL IMPUCAnONS OF <br />THE MS4 PERMIT LANGUAGE. <br /> <br />STATEMENT OF QUALIFICATIONS <br /> <br />Organizational Structure <br /> <br />KEY TEAM MEMBERS <br /> <br />The staff we have dedicated to this project bring a thorough knowledge of <br />the MPCA's intent and the practical implications of the MS4 Permit <br />language. Project management and effective communication are integral <br />to a successful project. Rich Brasch and Bob Barth are project managers <br />with well developed project management skills. Our team also includes <br />Randy Neprash, who has been instrumental in working with the MPCA. All <br />personnel listed below have allocated sufficient time to deliver this project <br />according to the schedule. An organizational chart and detailed resumes <br />follow this section. <br /> <br />BOB BARTH - SENIOR PROJECT MANAGER <br /> <br />Bob will help guide the technical staff, seeing that deadlines and budgets <br />are met. Bob has served as project manager on the Woodbury and Chaska <br />Loading Assessments and Nondegradation Reports, so he understands <br />both the technical and project management aspects of these projects. Bob <br />leads Bonestroo's Water Resources engineering team. He has specialized <br />expertise in infrastructure planning and design, surface water management <br />plans, hydraulic studies, and municipal design projects. <br /> <br />RICH BRASCH - WATER QUALITY SPECIALIST AND PROJECT ADVISOR <br /> <br />Rich brings experience working with cities on Loading Assessments and <br />Nondegradation Reports. He was the senior water quality modeling <br />specialist in Woodbury, providing guidance to technical staff on the <br />modeling methodology, as well as interpreting and presenting results. Rich <br />is also leading the effort to develop the loading assessment and <br />nondegradation plans for Rochester, Eagan, Farmington and Apple Valley. <br />.Rich has been involved in water resources management for more than 23 <br />years at both the state and localleve!. <br /> <br />RANDY NEPRASH, PE - STORMWATER REGULATORY SPECIALIST AND PROJECT <br />ADVISOR <br /> <br />Randy will use his extensive and unique knowledge of the background and <br />intent of the MS4 Permit nondegradation requirements to guide and <br />inform our effort on this project. Based on his understanding of this new <br />and potentially confusing set of stormwater regulations, we have <br />developed an effective project approach. <br /> <br />Our goal is help the City develop a cost-effective and defensible response <br />to the nondegradation requirements; meeting the permit requirements <br />without expending additional resources on measures that exceed the <br />permit standards.
