<br />Subsequent to the MPCA's determination on its approval of the proposed <br />SWPPP modifications, we will prepare and submit responses to MPCA and <br />public comments, as necessary. <br /> <br />Our fee estimate assumes six comments of moderate complexity will be <br />received and that each of these will require a written response. We have <br />allocated $1,500 of budget for reviewing these comments and writing <br />these responses. If the submitted comments are less or greater in number <br />or complexity, the budget for this task will be adjusted downward or <br />upward as appropriate. The allowance will be discussed before proceeding <br />with the responses. This is customary practice in situations where the <br />number and complexity of review comments cannot be anticipated at the <br />beginning of the project. <br /> <br />SUPPLEMENTAL TASK 5: RESTRICTED DISCHARGE WATER PLAN <br /> <br />The Mississippi River from the County State Aid Highway 7 Bridge in St. <br />Cloud to the city limits of Anoka was designated as a scenic and <br />recreational river in 1976, per Minnesota Rule 6105.0800. The segment <br />that borders Elk River is a recreational river. The City of Elk River may have <br />received a letter from the MPCA regarding its review of the City's <br />application and BMP summary sheets for coverage under the MS4 Phase II <br />Municipal Stormwater Permit. This letter may have indicated the need to <br />perform an assessment as described in Appendix C of the MS4 Permit. <br /> <br />Supplemental Task 5 is not included in our current fee estimate. <br />This task would involve creating the Restricted Discharge Water Plan for <br />Elk River's discharges to the Mississippi. A Restricted Water Discharge Plan <br />entails the following: <br /> <br />. A pollutant loading assessment in the 1988, current, and 2020 conditions <br /> <br />. A restricted discharge water plan that proposes measures to restrict <br />discharges to the extent necessary to preserve the ORVW characteristics <br /> <br />. Proposed changes to the City's SWPPP to incorporate the findings of the <br />~ssessment in the City's MS4 permit <br /> <br />All the work of the first item listed above will be completed as part of the <br />Nondegradation Reporting Loading Assessment. The work of the second <br />and third items listed above is similar in scope and content to what the <br />Nondegradation Reporting will provide. We recommend that the Restricted <br />Discharge Water Plan be a separate document with a separate public <br />notice period. The work associated with this supplemental task is one of <br />organizing the Loading Assessment and Nondegradation Plan materials <br />into a form that addresses the specific drainage to the Mississippi River <br />and the influence pollutants might have on the Mississippi River's <br />recreational designation. <br /> <br /># Bonestroo <br /> <br />10 <br />
