<br /> <br />The report will identify particular <br />sub-watersheds that are particularly <br />prone to water quality impacts from <br />urbanization <br /> <br />The report will: <br /> <br />· Summarize flow volumes and pollutant loading of TSS and phosphorus for <br />1988, 2004, and 2020 conditions. <br /> <br />· Be written clearly using tables, maps, and figures to clarify difficult <br />concepts in a manner easily understood by the general public. <br /> <br />. Discuss the efficacy of the City's current stormwater management <br />standards toward the nondegradation goal. <br /> <br />. Identify particular sub-watersheds that are particularly prone to water <br />quality impacts from urbanization. <br /> <br />. Identify and explain BMPs and how they function to remove pollutants and <br />their relative efficacy to mitigate for increased loadings. <br /> <br />. Discuss the impact of the program and policy initiatives. <br /> <br />. Detail SWPPP modifications to address nondegradation with the SWPPP <br />modifications themselves to be implemented by the City. <br /> <br />We will submit the Nondegradation Report to the City by September 1, <br />2007, and review our analysis and conclusions with City staff prior to their <br />review. Allowing one month for staff review and revisions to the document <br />based on staff comments, the public comment period can be noticed and <br />begin on October 1, 2007. After the 30 day comment period is over we <br />will prepare responses to comments received. The amount of comments <br />received in the public comment period will vary from City to City. In order <br />to benchmark our assumed level of effort for responding to comments, we <br />have earmarked $1,500 of our budget for this purpose. Prior to responding <br />to comments we will inform the City as to whether this budget is <br />sufficient. <br /> <br />Task 3 De/iverab/es: <br /> <br />We will submit the following deliverables to the City, together with other <br />supporting documents, no later than September 1, 2007: <br /> <br />. The Loading Assessment <br /> <br />· The Nondegradation Report <br /> <br />. The proposed SWPPP modifications to address nondegradation <br /> <br />. The public and local water authority comments on the proposed SWPPP <br />modifications to address nondegradation, in conjunction with a response <br />to these comments. <br /> <br />TASK 4: SUBMlnAL TO MPCA <br /> <br />After incorporating City review, we will submit the required materials to <br />the MPCA by the December 1, 2007, deadline. Our approach, verified with <br />the MPCA in our other projects, is to submit the Loading Assessment and <br />Nondegradation Report as a single document on the due date.
