Aaron Mielke
GIS Specialist

Aaron's primary areas of expertise are geographic information systems (GIS) technology
and data analysis. At Barr, Aaron works on environmental impact statement (ElS)
reports, permits, and studies. He also creates maps and datasets/shapeflles using data
analysis procedures or by digitizing information from aerial photographs or field-colleted
data. Prior to joining Barr, Aaron worked for the Minnesota Department of Agriculture, where he special-
ized in analyzing data sets using ArcGlS software, designing maps, and developing new data collection
methods. Aaron recently completed the GIS work for the Plymouth nondegradation loading assessment.

Janna Kieffer, P.E.
Water Resources Engineer
Janna specializes in water resources management, including performing hydrologic,
hydraulic, and water quality modeling, and writing water management plans. Her rele-
vant experience includes developing a comprehensive water resources management plan
for the City of Edina, for which she modeled stormwater hydrology and hydraulics with
XP-SWMM, modeled water quality with P8, and wrote the management plan. Janna also
performed a hydrologic and hydraulic study for the City of Mankato that involved revising the City's
stormwater management plan to account for future land-use conditions. She completed a stormwater
analysis for a low-impact development located on a trout stream in southern Minnesota that involved
modeling to ensure that the stormwater treatment design was in compliance with NPDES requirements.
She has experience writing watershed management plans, including writing the third generation plan for
the Ramsey-Washington Metro Watershed District. Janna is working on nondegradation plans for the
cities of Edina and Minnetonka.

Jennifer Koehler, EIT
Water Resources Engineer
Jennifer holds masters degrees in water resources management and in civil and envi-
ronmental engineering. At Barr, she works on projects involving hydrologic and hy-
draulic modeling, waterOmanagement planning, and development of best management
practices. Examples of her relevant experience include evaluating GIS-based runoff
- models for use in watershed management planning, performing build-out scenarios of a
Wisconsin watershed using selected models, creating outreach materials for practitioners related to the
use of GIS-based runoff models, developing an inventory of potential stormwater best management prac-
tices (BMPs) for Middleton, WI, and applying developed infiltration models to assess the impact of
BMPs in an urban environment. Jennifer is working on nondegradation planning for the city of Bloom-
ington.

Barr Engineering Company

Page 15
