<br />consequences of any potential water quality trends and includes a discussion of BMPs that were <br />considered to address nondegradation (as well as wetland and stream morphology impacts), as far <br />as is reasonable and practical through future development, retrofit and mitigation. <br /> <br />· The modeling results will show the changes in TP, TSS and volume since 1988 and the changes <br />expected by 2020 for each of the major watersheds in the City. Barr will apply accepted BMP ef- <br />fectiveness to any updates of the loadings assessment estimates for newly developing or redevel- <br />oping areas, based on the ordinances and design requirements currently in place or proposed by <br />the City, watershed organizations, Wetland Conservation Act and the MPCA. The final report <br />will including mapping of the following: <br /> <br />o Receiving waters, high quality waters, impaired waters and watersheds impacted by any <br />potential new discharge <br />o Significant discharge locations within each watershed <br />o Soil classifications and potential for infiltration practices <br />· If the updated assessment indicates that future pollutant loadings and flow will still exceed those <br />estimated for 1988, Barr will note the results and summarize key points in the Nondegradation <br />Report that are intended to address the loadings and receiving water impacts using reasonable and <br />practical BMP alternatives. The Restricted Waters Assessment will eliminate expanded dis- <br />charges wherever possible, and evaluate all other prudent and feasible alternatives to increasing <br />volume and pollutant loadings in storm water discharges to the OR VW surface waters. <br />· The Nondegradation Report will also document how the city will be planning ahead for meeting <br />the TMDL requirements associated with the MPCA's impaired waters program. <br />· As part of the report preparation, the remaining submittals for the MPCA, and recommendations <br />for modifications to the SWPPP will be prepared; the public and local water authority comments <br />on the proposed SWPPP modifications will address nondegradation, with a rec;ord of decision on <br />the comments. <br />· Our scope includes one meeting at the city with all of the interested local water management au- <br />thorities or the MPCA to present the results of the Loading Assessment/Nondegradation Report <br />and solicit their questions and comments. Barr assumes no significant modification will be re- <br />quired for preparing the [mal report. <br /> <br />Task 3 Deliverables <br /> <br />1.
