<br />. <br /> <br />3.) <br /> <br />Employee Supervision -- Delegate work assignments, prepare work schedules, <br />and organize employee workloads. Evaluate employee performance on a formal <br />and informal basis, create job performance improvement plans as appropriate, and <br />administer disciplinary action as appropriate. Administer the City's compensation <br />plan to employees, recommend promotions, and other personnel duties. Assist in <br />the selection of employees and make hiring recommendations to the City Council. <br />Supervisors will be responsible for providing written and oral employee <br />evaluations of employees in their department. Make recommendations on the <br />implementation of the City Personnel Ordinance and on the enforcement of <br />State/Federallaws relating to personnel. <br /> <br /> <br />4.) Agreements -- Requisition equipment, services, and supplies. Assist in the <br />selection of vendors and contractors, assist in defining City's contracting needs <br />and consultants. Review proposals, participate in negotiations, and review pricing <br />for proposals, contracts, and leases. Administer and monitor the performance of <br />proposals, contracts, and leases. <br /> <br />5.) Communication -- Resolve complex problems/complaints from the public and <br />others. Deliver formal and informal presentations regarding the City as requested. <br /> <br />6.) <br /> <br />. <br /> <br />Management -- Recommend, clarify, or advocate proposed ordinances, policies, <br />regulations, capital improvement programs, etc., for approval. Prepare, <br />coordinate, and/or present special reports for the City Council. <br /> <br />7.) Risk Management -- Identify and categorize the City's risk exposure. Review, , <br />analyze, and recommend risk-insurance carriers. Act as liaison between the City <br />and its insurance carrier. <br /> <br />8.) City Treasurer -- Performs duties of City Treasurer as specified by City Ordinance <br />and/or state law. <br /> <br />9.) Management ofInformation Systems -- Manages the City's various computer <br />systems. <br /> <br />10.) Other -- The duties and responsibilities enumerated above are not intended to be <br />all inclusive and may be expanded to include other duties or responsibilities that <br />the City of Elk River may deem necessary from time to time. <br /> <br />Qualifications <br /> <br />. <br /> <br />2.) <br /> <br />1.) Education -- Bachelor's degree in accounting, business administration, or public <br />administration with an emphasis in accounting and public finance. <br /> <br />Specific Skills -- Ability to plan, coordinate, direct, and review financial and <br />related work activities.
