<br />. <br /> <br />Adopted Date: <br />Revised Date: <br /> <br /> <br />Position Title -- Assistant City Administrator <br /> <br />Department -- Finance/Administration <br /> <br />FLSA Status -- [x] Exempt [] Non-Exempt <br /> <br />Summary Description <br /> <br />The Assistant City Administrator plans and directs all City financial functions and <br />provides assistance to the City Administrator and City Council on financial planning and <br />related matters. The Assistant City Administrator's responsibilities include supervising <br />and accurately accounting financial transactions and funds; managing of financial assets; <br />and supervising and managing of all accounting functions including payroll, the <br />management of investments, and the purchase of insurance coverage. Ex-Officio member <br />of the Elk River Fire Relief Association. <br /> <br />Duties/Responsibilities <br /> <br />. <br /> <br />1.) <br /> <br />Financial Activities -- Develop financial plans, controls, and systems. Establish <br />short-term and long-range financial goals and objectives. Develop and evaluate <br />accounting systems. Establish and maintain internal controls over cash receipts <br />and disbursements. Review and audit the City's financial system. Develop and <br />provide accounting guidelines and information for budget preparation, compile <br />departmental budgets, and recommend the overall budget for approval. Monitor <br />and control overall budgets and expenses. This includes monitoring cash <br />handling activities, such as retail operations, program fees, license and permit <br />fees, etc. Conduct internal audits of City business records and arrange <br />independent audits. Provide financial recording and reporting services. Identify <br />and obtain funding sources. Authorize expenditures. Oversee and coordinate <br />special assessment procedures relating to finance. Evaluate and make <br />recommendations on debt management. Responsible for all accounting functions <br />of the EDA and HRA <br /> <br />2.) Investment Management -- Establish investment policy and recommend <br />investment advisors. Forecast investment fund levels. Work with outside money <br />managers for investment strategies. Review economic market trends and evaluate <br />investment results and alternatives.
