Based on that petition, the <br />City Council authorized a feasibility study on September 10, 1990, and that report was completed in <br />November 1990. An informational hearing was then held with staff on March 19, 1991. <br /> <br />On March 25, 1991, the City Council considered the outcome of the informational hearing. The <br />Council concurred with the staff recommendation that the City provide a free gravel road upgrade in <br />exchange for the residents providing 60 feet of permanent right-of-way. <br /> <br />_ City staff followed up with acknowledgement of the willingness to grant the easement in the fall of <br />1991. This spring and early summer, we met with every property owner to distribute the actual <br />easement document and request a Right of Entry Agreement be signed so the work could proceed. As <br />of this date, only four property owners have signed the Right of Entry and only one easement document <br />has been executed and returned. <br /> <br />At this time, it appears doubtful that the neighborhood will provide the necessary easements for this <br />project to be completed. This information was presented to the City Council on August 10, 1992.
