<br />. <br /> <br />HOURS OF OPERATION <br /> <br />Taco Bell has not specifically indicated their hours of operation. However, <br />they did indicate that their hours would be similar to other restaurants in <br />the area (i.e., McDonalds). Taco Bell has been known to have restaurants <br />that stay open 24 hours a day. Typically hours are 10:00 a.m. to midnight. <br /> <br />Given the location within Elk Park Center PUD and not adjacent to any <br />residential, hours of operation should not be a concern. Therefore, a condition <br />relating to limited hours has not been recommended. <br /> <br />SITE PLAN REVIEW <br /> <br />All of the development that occurs in Elk Park Center Planned Unit <br />Development is required to obtain a conditional use permit for site plan <br />review. The revised plan submitted by Dovolis Johnson & Ruggieri addresses <br />all of the issues outlined in staffs report to the Planning Commission. Some <br />of the notable changes include the following: <br /> <br />. <br /> <br />. The grading plan has been revised to include an additional catch basin. <br />. The swale between the drive-thru lane and primary parking area has <br />been increased in width to help facilitate drainage. <br />. One of the parking stalls directly in front of the building has been <br />converted to a striped pedestrian lane, allowing easy access to the <br />southerly entrance of the building. <br />. Some medium-sized shrubs have been provided along the east side of the <br />drive-thru lane to help soften the appearance of this vehicular use area <br />from Highway 169.. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission unanimously recommended approval of the <br />request for a conditional use permit for a Class II restaurant with a drive- <br />thru in Elk Park Center based on the following: <br /> <br />-Findings outlined in staffs memo dated November 22, 1994; <br />- The revised plans submitted on November 22, 1994; <br />- The sign details included in the Planning Commission packet; <br />- That a different method of pedestrian access to the building be , <br />rather than moving the handicap parking stalls <br />- That the storm drainage plan be accepted as adequate, with the <br />addition of sidening the drainage flow through area to 3.5 feet. <br /> <br />. <br /> <br />council:cu94-34 <br />
