Specifically, the City Council desired alternatives on, say, a <br />rotational basis for four elected persons to serve on the EDA together with three residents <br />to serve in an at-large capacity. <br /> <br />Background/Discussion <br /> <br />The following alternatives are offered: <br /> <br />Option I - Three City Councilmembers and the Mayor serve on the EDA. The Mayor's <br />seat on the EDA is considered a "permanent" seat. The rema1n1TIg three City <br />Councilmembers' seats are selected on a rotating basis in such a way that the EDA's <br />composition changes on the first of the year. The remalTI1TIg City Councilmember not on <br />the EDA would serve a one year term as the Council's Vice Mayor. <br /> <br />Weaknesses: The EDA's Enabling Resolution states that the ''terms of the <br />Commissioners shall coincide with their term of office as members of the City <br />Council". The suggested system of annual appointments and resignations to the <br />EDA board is contrary to this language and is therefore done on the "honor <br />system". Another weakness relates to a specific ward in the community not being <br />"represented" on the EDA every fourth year. <br /> <br />e <br /> <br />Strengths: The Mayor, an advocate of economic development, retains a <br />permanent seat on the EDA. An additional resident to serve in an at-large capacity <br />is added to the EDA board which was $e original goal of this initiative. <br /> <br />P.O.
