<br />e <br /> <br />Option 2 - A Councilmember or the Mayor does not accept appointment to the EDA <br />during his/her respective term in office. <br /> <br />Weaknesses: One could suggest that a specific ward in Elk River goes without <br />representation on the EDA, particularly if the one elected person not appointed to <br />the EDA is a Councilmember rather than the Mayor. <br /> <br />Strengths: The integrity of the EDA's Enabling Resolution is in tact. The original <br />initiative to add one additional resident to serve the EDA in an at-large capacity is <br />achieved. <br /> <br />Option 3 - The four Councilmembers representing Elk River's four wards serve on the <br />EDA at the expense of the Mayor not serving on this board. Instead, the Mayor obtains <br />an appointment to another public commission such as, say, the Municipal Utilities <br />Commission. <br /> <br />Weaknesses: The Mayor, an advocate of economic development, does not serve <br />on the EDA. <br /> <br />e <br /> <br />Strengths: Each ward in Elk River is represented on the EDA. The integrity of <br />the EDA's language regarding ''term of office" remains in tact. The initiative of <br />adding one additional resident to serve the EDA in an at-large capacity is achieved. <br /> <br />ACTION REQUESTED <br /> <br />The City Council is asked to adopt Resolution 94-_. This Resolution modifies <br />Resolution No. 87-63 a Resolution establishing an Economic Development Authority for <br />the City of Elk River, Minnesota. Previously, Resolution No. 90-5 modified the Enabling <br />Resolution by expanding the EDA board from five to seven members. <br /> <br />Regardless of the action, the City Council should be cognizant of the language of the <br />EDA's Enabling Resolution and the potential pitfalls of an alternating or rotational system <br /> <br />e <br />
