<br />. <br /> <br />has recently gone through an ordinance amendment exempting this property <br />from the subdivision moratorium. <br /> <br />DIMENSIONAL REGULATIONS <br /> <br />The property is zoned RIa which requires a minimum lot size of 2Y2 acres <br />with 160 feet of frontage. Mr. Jacobson is proposing to create a 4.7 acre parcel <br />- Parcel A, a 2.8 acre parcel - Parcel B" and a 2.5 acre parcel - Parcel C. <br />There is an existing home on Parcel A which meets all setback requirements. <br />Each lot will meet or exceed the minimum lot requirements in terms of lot <br />size and width in the RIa zoning district. All parcels will have access to <br />I98th Avenue. <br /> <br />NATURAL FEATURES <br /> <br />. <br /> <br />There is an existing wetland located near the front of Parcel A and B. The <br />wetland is protected by a large drainage and utility easement around the <br />entire wetland. There appears to be ample room for a driveway to be <br />constructed through the easement without the need to fill any wetlands. If <br />this proposal is approved, a culvert will be required under the driveways to <br />keep the existing drainage patterns functioning correctly. The drainage and <br />utility easement encompasses not only wetland area, but also upland area <br />surrounding the pond. A home cannot be constructed within the drainage <br />and utility easement. Therefore, a home on Parcel B will have to be set back <br />a considerable distance from the front property line. <br /> <br />The rear of Parcel B is also heavily wooded. Therefore, it this subdivision is <br />approved, staff recommends that if a home is constructed within the wooded <br />area, a tree protection plan be incorporated as part of the building permit <br />application. <br /> <br />PARK DEDICATION <br /> <br />With the creation of a new parcel, park dedication in the amount of $450 per <br />lot, for a total of $900 will be a condition of approval. <br /> <br />STORM WATER IMPACT FEE <br /> <br />In order to remain consistent with past administrative subdivision requests, <br />a storm water impact fee of $60 for parcels without city services should be a <br />condition of approval. <br /> <br />. <br /> <br />s:council:jacobsn2 <br />
