Box 490 <br />Elk River, MN 55330 <br /> <br />RE: CONCORD STREET EASEMENTS <br /> <br />Dear Mr. Klaers: <br /> <br />As directed by the City Council, I have attempted to contact each of the property owners on <br />the Concord Street project. As you are aware, this is the private street in the northern part <br />of the City where the residents have submitted a petition asking for the City to upgrade the <br />road to a bituminous surface and take over the ongoing operation and maintenance. We are <br />currently in the process of trying to obtain the right-of-way easements from the 14 parcels <br />involved. The 14 parcels are represented by 12 different property owners. Two property <br />owners own two parcels each. <br /> <br />On Tuesday, October 4, I attended a neighborhood meeting at the Ostien property at 20842 <br />Concord Street. Properties represented at that meeting included Palmer, Haaland, Smith, <br />Ward, Madden, Ostien, and Schaefer. There were a number of questions asked relative to <br />acquiring the easements, construction activities, drainage improvements, assessments against <br />12 versus 14 parcels, timing of the project, and whether or not the City would pursue <br />condemnation should the majority of easements be granted and a minimal number <br />outstanding. I did my best to try to answer the questions based on the information available. <br />At the close of the meeting, Grace Ostien gave me her signed easement, Kathy Smith <br />indicated she would sign her easement, Derek Ward was noncommittal whether or not he <br />would grant his. I indicated that we would wait another 7-10 days and then report back to <br />the Council as to the status of easements. <br /> <br />After the meeting, I stopped at the Sohns residence and talked with Julie. She indicated that <br />her husband was handling this issue. I left a business card and asked that he give me a call <br />just to indicate whether or not he was in favor of proceeding and granting the easement. As <br />of this time I have not heard from Mr. Sohns. I also stopped at the Robert Johnson property. <br />They have recently purchased the Lehn property. Mr. Johnson had not previously been sent <br />a deed because it was sent to the previous owner's attention. On Tuesday, I did drop off a <br />cover letter and an easement document. No one was at home at that time and as of yet I <br />have not received any calls from Mr. Johnson. I also stopped at the Zehowski property and <br />
