In order to assure this <br />driveway will function as identified, proper design and signage will need to <br />be utilized. <br /> <br />Regarding the overall landscaping plan, this development will have to <br />coordinate with the master landscaping plan for Elk Park Center PUD <br />(planned Unit Development). For example, throughout the Elk Park Center <br />Planned Unit Development there are common planting areas that carry a <br />landscaping theme throughout the entire Planned Unit Development. One of <br />these planting areas is located on the northwest corner of the First National <br />Bank site as well as boulevard plantings along Freeport and 191st Lane that <br />accent the landscaping element for the overall development. First National <br />Bank will be asked to coordinate their landscaping plans to provide a <br />comparable landscape appearance as set forth in the overall PUD . <br /> <br />ANALYSIS <br /> <br />In the attached report to the Planning Commission, several items are <br />outlined pursuant to staffs review of the proposed development plans. Issues <br />covered in the review include: <br /> <br />. <br /> <br />. Parking and Circulation <br />. Pedestrian Circulation <br />. Landscaping <br />. Signage <br />. Building Elevations <br />. Drainage and Utilities <br /> <br />First National Bank has reviewed the items outlined is staffs report and had <br />no problems meeting the recommendations with one exception relating to the <br />proposed exit only driveway at the northerly end of the site. First National <br />Bank would like to have this driveway increased in width to allow left <br />turning movements and right turning movements to occur at the same time. <br />Staff is concerned with allowing the driveway to be widened because this <br />may encourage vehicles to enter the site when in fact, it is supposed to be an <br />exit only. It is preferred that this driveway be designed to function as an <br />"exit only" and secondarily rely on signage. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />. <br /> <br />The Planning Commission unanimously recommended approval of the <br />conditional use permit request by First National Bank of Elk River to <br />construct a bank facility in the Elk Park Center Planned Unit Development <br /> <br />fIrsthan.council <br />
