<br />Richard Thompson <br />October 3, 1994 <br /> <br />Page 2 <br /> <br />. <br /> <br />City Engineer, Terry Maurer has made verbal comment to the requesting of <br />additional easement for road right-of-way. Currently, 221st Avenue has <br />thirty-three (33) feet of easement located on Mr. Thompson's property. Terry <br />Maurer is requesting that the roadway easement be extended to forty (40) <br />feet for future road improvement. Typically, when subdivision of property <br />occurs, additional easement or right-of-way is required by the City if <br />sufficient reasoning exists. Future upkeep and improvement for 221st <br />Avenue would be sufficient reasoning for the requesting of additional <br />easement. <br /> <br />A portion of the proposed Parcel B contains a large wooded area. Staff would <br />like to see as many trees as possible saved during the construction of a <br />housing unit. A tree preservation plan would indicate which trees are being <br />proposed for removal during construction and which trees in the immediate <br />area that are being preserved. During the tree preservation plan process as <br />many significant trees as possible could be conserved. A tree preservation <br />plan has been required in the past upon submitting a building permit <br />application. <br /> <br />ZONING <br /> <br />. <br /> <br />The area is currently zoned AI, Agricultural Conservation. All proposed <br />parcels meet the minimum zoning requirements. <br /> <br />There are no existing housing units located on the proposed Parcel A or <br />Parcel B. The applicant is proposing to subdivide for the purpose of <br />constructing a housing unit on Parcel B. Both lots, including the proposed <br />Parcel B, would have frontage and access via 221st Avenue. Parcel A is <br />being proposed to continue as it currently exits, agricultural, and is not being <br />proposed to contain any housing structures on the lot. <br /> <br />PARK DEDICATION <br /> <br />The City of Elk River has, in the past, accepted land when subdivision occurs <br />for park land dedication or money in lieu of the land. The Park and <br />Recreation Commission recommended a payment of $450 for the creation of <br />each new parcel. Since, there is only one new parcel being created, the total <br />amount recommended is four-hundred fifty dollars ($450). <br /> <br />. <br /> <br />thompson. troy <br />
