MOTION CARRIED 5-0. <br /> <br />c. <br /> <br />Resolution Designating Maximwn Household Income Level for Deferral of Special <br />Assessments for 2007 <br /> <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO ADOPT RESOLUTION 07-43 <br />DESIGNATING THE MAXIMUM HOUSEHOLD INCOME LEVEL FOR <br />QUALIFICATION FOR DEFERAL OF SPECIAL ASSESSMENTS BASED ON <br />HARDSHIP. MOTION CARRIED 5-0. <br /> <br />5.2. Consider Purchase of Lift for Ice Arena and Discussion on Safety Grant <br /> <br />Chief West stated the Safety Conunittee and Ice Arena are requesting an electric scissors lift <br />for a total purchase price of $12,460.11 less $6,230 from a safety grant. He stated the city <br />would need to pay $6,230.11 from the Insurance Reserve Fund. <br /> <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO APPROVE THE PURCHASE OF THE <br />ELECTRIC SCISSORS LIFT WITH $6,230.11 FROM THE INSURANCE <br />RESERVE FUND. MOTION CARRIED 5-0. <br /> <br />5.3. <br /> <br />Resolution Transferring 2006 General Fund Balance <br /> <br />Mr. Simon stated the city's Financial Management Plan requires the fund balance in the <br />General Fund in excess of 40% be allocated to other purposes at the discretion of the <br />Council. He recommended transferring the excess funds of $424,674 to the Capital Outlay <br />Reserve Fund for 2008 capital outlay and equipment purchases. <br /> <br />The Council concurred with keeping the unreserved fund balance for the 2006 general fund <br />at 41.5 percent of next year's budgeted expenditures. <br /> <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER FARBER TO ADOPT RESOLUTION 07-44 <br />AUTHORIZING A TRANSFER FROM THE GENERAL FUND TO THE <br />CAPITAL OUTLAY RESERVE FUND. MOTION CARRIED 5-0. <br /> <br />5.4. Discuss Council Worksession Ag-endas <br /> <br />Councihnember Farber requested a discussion on a public works director be added to the <br />April 9 worksession agenda. <br /> <br />The Council adjourned their regular meeting and went into a worksession meeting at 6:50 <br />p.m. <br /> <br />6. WORKSESSION <br /> <br />6.3. Consider Board and Conunission Appointments <br />
