(I.C.E.) are happy <br />to submit this proposal for professional services to the Arena <br />Task Force of the city of Elk River for the proposed new ice <br />skating arena project. <br /> <br />I would like to emphasize the point that an indoor, refrigerated <br />ice skating rink is a unique facility that can be either a real <br />asset to a sports center or if not properly designed, with all <br />aspects carefully addressed, it can be a very costly disaster. <br />We, at Independent Consulting Engineers, Inc. (r.C.E.) are proud <br />of the facilities, of which we have been associated, both new <br />rinks and retrofit projects, and we are always cautious to make <br />sure that all items are carefully addressed so that we do not ex- <br />perience a failure or have a disgruntled client. While an ice <br />rink may, to the casual observer, look quite simple there are <br />several items that must be dealt with to avoid detrimental <br />affects on the other portions of the sports complex. By pro- <br />viding proper coordination, consulting, in addition to the rink <br />design, we at I.C.E. can be of benefit to the client and help in <br />developing a total facility in which all can feel comfortable and <br />take pride in the final outcome. <br /> <br />To avoid detrimental moisture problems throughout the center, if <br />it is to be used for surruner skating, it will be necessary to <br />design a dehumidification system that will control the atmosphere <br />within the facility. It will also be necessary to provide a pro- <br />perly designed ventilation system within the complex to avoid <br /> <br />. <br />
