<br />. <br /> <br />Capital Improvement Program. The current $120,000 gravel <br />improvement from Highway 169 to just west of Quinn Street is the <br />minimum project that can be done to improve the condition of the <br />street. <br /> <br />7. <br /> <br />The total project is estimated in the $115,000 to $120,000 range. If <br />authorized in the next few weeks, this project could still be completed <br />this year. The funding for this project is projected to come from the <br />Street Reserve (50%) and the Capital Projects Reserve (50%). <br /> <br />In past years, the City has used gravel tax monies to supplement general <br />funds to do improvements on gravel roads and other City streets. <br /> <br />In 1988, the west end of 221st Avenue was regraded and surfaced with <br />6" of Class 5. <br /> <br />In 1989, 189th Avenue and Troy Street was surfaced with Class 5 and <br />Waco Street south of TH 10 was widened in preparation for an asphalt <br />resurfacing project. <br /> <br />. <br /> <br />In 1990, 189th Avenue and Pascal Street and 188th Avenue and <br />Albany Street were graveled. <br /> <br />In 1991, 227th Avenue east of County Road 32 was covered with <br />geotextile fabric, about 1-1/2 feet of sand fill, and a layer of Class 5 was <br />applied. <br /> <br />In 1992, 223rd Avenue east of County Road 32 was covered with a <br />layer of Class 5. Grant Street north of County Road 21 was regraded and <br />covered with a layer of Class 5, and Monroe Street north of County Road 21 <br />was covered with a layer of Class 5. <br /> <br />In 1993, 213th Avenue west of County Road 13 was covered with a <br />layer of Class 5. <br /> <br />Each year, one mile of Class 5 resurfacing is budgeted through General <br />Funds and Gravel Tax monies. The material cost is about $7,000 annually. <br />Considering hauling and placement expenses, the cost to the City is about <br />$20,000 annually for work on gravel roads. Gravel tax revenues are slightly <br />higher than this level and the balance of funds are spent on street <br />maintenance and repair projects. <br /> <br />. <br /> <br />At the June 20, 1994, meeting, the City Council requested that this issue be <br />brought back to the Council for further consideration. The Mayor indicated <br />that he would be willing to look at other proposals to improve 221st Avenue. <br />
