<br />r I ~~( <br />( ?I <br />!I)( River <br /> <br />ITEM 4.4 <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />DATE: <br /> <br />PHIL HALS, STREET/PARK SUPT. <br />PAT KLAERS, CITY ADMINISTRATOR <br /> <br />JULY 20, 1994 ~r <br /> <br />SUBJECT: GRAVEL ROADS/22IST AVENUE <br /> <br />FROM: <br /> <br />The following factors relate to the proposed upgrade of 221st Avenue: <br /> <br />1. 221st Avenue provides a link in our east-west traffic pattern for the <br />City in general and garbage trucks in particular because it is our <br />northern-most connection between Highway 169 and County Road 1. <br />The next nearest connection is two miles south on County Road 33. <br /> <br />2. <br /> <br />221st Avenue now has one active gravel mining company creating <br />truck traffic, but there are two more companies that plan to open <br />operations along 221st Avenue in the next five years so estimates are <br />that truck traffic will more than triple with those two pit openings. <br /> <br />. <br /> <br />3. The proposed property exchange with Midwest Asphalt Corporation <br />will benefit Midwest by increasing their gravel reserves, but there is <br />no other alignment except across Midwest Asphalt's property that <br />could be used. It will be cheaper for the City to exchange property at <br />this time rather than to purchase or condemn right-of-way in the <br />future for a realignment. <br /> <br />4. Midwest Asphalt Corporation has offered 2,000 ton of Class 5 gravel <br />for surfacing the new road as a goodwill gesture. <br /> <br />5. The intersection of 221st Avenue and Quinn Street has been a <br />maintenance problem for a long time and reconstruction of 221st <br />Avenue is the best solution that can be suggested for this problem. <br /> <br />6. <br /> <br />221st Avenue has been included on the City's MSA road system, but <br />there is no way that 221st Avenue could be reconstructed in its present <br />right-of-way and meet MSA requirements for horizontal or vertical <br />curves. Once 221st Avenue is realigned it could be reconstructed to <br />MSA standards with MSA funds.
