Staggered terms initially; then 6-year terms <br />Functions, Powers and Duties <br />. Hire staff, public accountant and consultants to perform duties and exercise <br />powers <br />. Purchase materials and supplies needed to carry out functions <br />. Use the services of the City Attorney and City's purchasing department <br />. Create & define the boundaries of an Economic Development District <br />. Be a limited partner in a partnership, consistent with the purposes of the <br />Authority <br />. May study and analyze economic development needs of the City and ways to <br />meet those needs <br />. May "carry out the law on economic development districts to develop and <br />improve the lands in an economic development district to make it suitable and <br />available for economic development uses and purposes. In general, with <br />respect to an economic development district, the Authority may use all of the <br />powers given an economic development authority by law." <br />. May join trade associations; hold receptions of officials who may contribute to <br />advancing the City and carry out other appropriate public relations activities to <br />promote the city and its economic development. <br />. Must follow the budget process for City departments <br />. Must be consistent with the comprehensive plan <br />. Must submit its administrative structure and management practices to the City <br />Council for approval <br />Limitations of Power <br />. May not exercise any specific powers contained in the Act, Minn. Stat. 462 <br />and 472A without the prior approval of the City Council <br />. Sale of all bonds issued by the Authority, must be approved by the City <br />Council before issuance <br />Budget <br />2006 budget - $175,400. Primary expenditures are staff, taxes and <br />assessments, tax abatement and EDA subsidies. Other expenses include: <br />membership dues, professional development & conferences, marketing, <br />contracted services, legal & contracted services. <br /> <br />4 <br />
