<br />. <br /> <br />. <br /> <br />. <br /> <br />SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, JANUARY 29,2007 <br /> <br />Members Present: <br /> <br />Mayor Klinzing, Councilmembers Zerwas, Farber, Gumphrey, and Motin <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />City Administrator Lori Johnson, Finance Director Tim Simon, <br />Community Development Director Scott Clark, Parks and Recreation <br />Director Bill Maertz, and City Clerk Tina Allard <br /> <br />1. Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called <br />to order at 5:30 p.m. by Mayor Klinzing. <br /> <br />2. <br /> <br />Discuss Closure of Main Street for Bluffs Construction Project <br /> <br />Mr. Clark stated CSS Builders, Inc. is requesting a street disruption permit to close Main <br />Street in order to dismantle a crane..He stated he was contacted by CSS Builders only a few <br />hours prior to this Council meeting and informed that they would like to change the dates <br />for the disruption to February 10 and 11. <br /> <br />Councilmember Farber questioned if it would take two days to dismantle a crane. <br /> <br />Councilmember Gumphrey informed the Council of his experience with this issue and <br />stated it takes about 10 hours to dismantle a crane. He recommended the permit be good <br />for one day. <br /> <br />Paul Iverness, CSS representative-Stated he hopes to have the crane down in one day but <br />would like the extra day in case any unforeseeable problems arise. <br /> <br />Councilmember Fa,rber questioned how the builder could fiot have foreseen the need for <br />this road closure. He stated the Council was promised there would not be anymore closures <br />in the downtown revitalization area. <br /> <br />Mayor Klinzing stated she was unsure the city received that promise. <br /> <br />Fred McCoy, McCoys Pub-Stated Saturdays are the busiest days for his business and would <br />prefer that the closure of Main Street be on Sunday and Monday morning. <br /> <br />Councilmember Motin stated concerns with other businesses in the area and how this will <br />affect them if the permit was given for Monday. <br /> <br />Mayor Klinzing questioned Mr. Iverness if February 11 and 12 would work for him. <br /> <br />Mr. Iverness was unsure as he would need to contact the dismantling crew to conf1rm their <br />schedule. <br />
