<br /> <br /> <br /> <br />~ <br /> <br />2"~ <br /> <br />Project Proposal <br />We understand that the proposed project shall be built and owned by the City <br />of Elk River and occupied by the YMCA of Metropolitan Minneapolis through a <br />long-term lease. The City has a strong community demand for gymnasium space <br />and, thus, the noted need for enlargement of the conceptual plans of the gymnasium <br />drafted by BWBR in the spring of2006. Access control for the dual users (the City <br />of Elk River citizens and YMCA members) will be one of the critical issues to <br />address immediately. As learned from YMCA administration, the City wishes to <br />construct the facility by means of a construction manager. Having this integral <br />project partner on the team as soon as possible will add further assurance of a <br />successful project. <br /> <br />. <br />. <br />. <br />. <br /> <br />BWBR is also aware that the City has previously prepared park development <br />concepts. As leaders of the design process, BWBR will seek to integrate the design <br />of the new YMCA facility with the City's visions for the park. With a YMCA <br />facility envisioned as an integral component in this area, the greatest value and <br />community benefit can be realized by sharing utilities, services, storm water <br />management, parking, access, pedestrian circulation and safety, and by achieving <br />aesthetic continuity. <br /> <br />. <br />. <br />.. <br />II <br />. <br />. <br />. <br />. <br />.. <br />. <br />. <br />II <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br /> <br />BWBR and its design partners understand Elk River's support of Energy City, an <br />initiative of the City and the Economic Development Agency, to encourage use of <br />renewable energy and sustainable design solutions. Secondly, we know the City's <br />passionate and ardent position to incorporate recycled and reclaimed building and <br />site materials as a model to the community as well as an ability to provide additional <br />project financial resources from landfill fees allocated to Elk River. As a matter of <br />standard practice, our design team fully endorses these goals and we will investigate <br />how to best achieve these goals at the project's outset. Currently, our mechanical! <br />engineering partner, Dunham Associates, is demonstrating their expertise in energy- <br />efficient design with their work on the Great River Energy Corporate Headquarters <br />Campus. Jon Bogart is also very knowledgeable about Sherburne County landfill <br />rebate opportunities. We hope to demonstrate our experience in green, smart design <br />at the interview. <br /> <br />Project Criteria <br />In direct response to the RFP request to provide information on selected criteria, <br />we offer the following: <br />1.
