<br /> <br />MEMORANDUM <br /> <br />TO: Jeremy Barnhart, Planning Manager <br /> <br />Terry Maurer, City Engineer ~ <br />DATE: January 2, 2007 <br /> <br />FROM: <br /> <br />SUBJECT: UnitedHealth Group Technology Center <br />File #226-154P <br /> <br />As requested, we have reviewed the submittal package for the UnitedHealth Group <br />Technology Center. The package consisted of a plan set prepared by RLK, Inc. dated <br />November 22, 2006 and a preliminaty drainage report, again prepared by RLK, Inc. with the <br />same date. Based upon our review, we would offer the following comments: <br /> <br />1. The drainage calculations have been reviewed and are approved. The drainage concept <br />consists of three ponding areas on the site, once each at the southeast and southwest <br />corners of the building which take flow from the south side of the building. Each of <br />these then overflows into a larger pond located along Business Center Drive. The <br />ponding system is set up to contain two back-to-back lOO-year storms without <br />discharging. There are emergency overflows connected to the storm sewer within <br />Business Center Drive, should a larger event occur. <br /> <br />2. The water system has been reviewed and is approvable. In consists of an 8-inch <br />diameter loop around the entire perimeter of the building, connecting at two locations to <br />the existing lO-inch watermain located along the south side of the site. Drainage and <br />utility easements will be needed for the entire watermain loop around the building. This <br />watermain loop will be considered a public facility since it contains fire hydrants, which <br />must be maintained and operated by the Elk River Municipal Utilities. The Fire Chief <br />has reviewed the hydrant locations and has approved the proposed six hydrant locations <br />around the building perimeter. It should be noted that the new hydrant located on the <br />south side center of the building is shown with a hydrant symbol, but the construction <br />note does not indicate the hydrant. <br /> <br />There is a proposed hydrant symbol shown near the driveway on Waco Street. There is <br />no note associated with this hydrant. It is unclear whether or not the existing hydrant in <br />
