<br />Case File: 06-15 <br />Page 6 <br /> <br />The County Forester provided the following comments: "The plat shows a diverse mix of open, <br />wooded, and lowland areas. Much of the better quality woodlands are located in the southeastern <br />portion of (the) plat where mature white oak, bur oak and pin oak are located. Oak wilt does not <br />appear to be present based on the inventory maps. Other tree species present include lowland <br />hardwood species such as aspen, willow, elm; some pine rows. <br /> <br />Oak wilt preventative measures are recommended that reduce risk of new oak wilt during April, <br />May, and June. Grading plans show that many of the larger oaks will be heavily impacted." <br /> <br />Out of the trees inventoried 162 are red oak and white oak that are 18 inch diameter or larger. Many <br />of these trees are shown to be removed on the grading plan. The better quality woodlands the <br />County Forester refers to are in the southeastern portion of the plat where most of the removal will <br />occur. A mitigation/replacement plan was not submitted. Staff suggests some type of <br />replacement/mitigation should be required, and approved by the City's environmental administrato~~ <br /> <br />Gradina. Drainaae and Utilities <br /> <br />Grading, Drainage and Utilities are addressed in the City Engineer's memo dated December 7, 2006. <br /> <br />Comprehensive Park Plan <br /> <br />The Comprehensive Park Plan does not indicate any park target area nor trail corridor in the wider <br />area. <br /> <br />Parks and Recreation Dedication Recommendation <br /> <br />Given the Comprehensive Park Plan, the Parks and Recreation Commission recommend that park <br />dedication be paid in the form of cash. The Commission also recommended that if County Road 33 <br />goes through this plat a trail easement along County Road 33 be dedicated. <br /> <br />Heritaae Preservation Commission <br /> <br />There is one known State Historic Preservation Office (SHPO) site on the affected property. It is <br />known as 21SHs. However, the City's archaeological model shows the site to have low potential for <br />having an archaeological site. <br /> <br />Recommendation <br /> <br />Due to the inconsistencies with the Comprehensive Plan, lack of adequate road connections, and <br />inconsistencies with the subdivision ordinance (cul-de-sac length), staff does not support the <br />proposed development as presented. <br /> <br />Staff recommends that the Planning Commission recommend denial of the request for the following <br />reasons: <br />. Transportation connections - Sherburne County has indicated a future connection of <br />County Road 33 south of this development will have no access.
