Addition <br />Informational Meeting <br />December 5, 2006 <br /> <br />Q: I live at the comer of 1915t Avenue and Baldwin Street. There seems to be a <br />problem with the curve at that point. Every year there are people that go off the <br />road. Can the alignment be changed there? <br /> <br />Page 3 <br /> <br />A; The alignment cannot be changed unless more right of way acquisition is provided. <br />We could look at potential ways to provide traffic calming to lower the speed of the <br />traffic so that the curve in the road is driven at a safe speed. <br /> <br />Q: Baldwin Street is the most congested street with the highest volume of traffic: What <br />can be done in this area? <br /> <br />A; I am currently working with representatives of the Police Department and Street <br />Department to come up with a traffic calming policy for the City Council to <br />consider. Some of the items we are looking at are "chokers", where the street is <br />narrowed to slow traffic dovm over short stretches of the street. We are also <br />looking at the potential for installing speed humps and traffic circles at intersections. <br />Once a final policy is approved by the City Council, items contained in the policy <br />could be considered for inclusion in the street reconstruction project. <br /> <br />Q: Are handouts of the presentation you showed available? <br /> <br />- <br />A; Not at this time. It will be a part of the feasibility stUdy. I typically wait until the <br />feasibility study and the information is provided to the City Council before <br />providing it to the general- public;- That way it avoids Couilci1 members receiving <br />questions on something they have not seen. <br /> <br />Q: Can you explain options for paying the assessment? <br /> <br />A:. The assessment can be paid in full when it is levied to avoid any interest. Partial - <br />payments can be made to lower the yearly annual payment. The assessment can also <br />be prepaid at any time during the life of the assessment. However, it is somewhat <br />different than an installment loan. If you pay off the assessment at any time during <br />its life, you will be asked to pay the full interest amount for the year in which you are <br />prepaying the assessment. Therefore, if you decide to prepay the assessment during <br />its life, it is better to do it later in the year, but preferably before November, because <br />the City will be certifying the next annual payment to the County for collection. <br /> <br />Q: The City approved sub-par work in 1986. Will the City increase their funding, <br />thereby lowering the assessment to the property owriers? - - - - - - <br /> <br />A; The City approved plans in 1986 were in compliance with the standards of the time. <br />As I indicated in the presentation, this is the last development of an urban nature <br />that was allowed in with the standards. After this development was completed, the <br />standards were changed. As you can see from the adjacent neighborhoods, they <br />were built with concrete curb and gutter. The street section was also changed to <br />add a second lift of bituminous. Therefore, it is unlikely that the City would <br />contribute anything additional thereby lowering the assessment, based on the <br />argument that the original construction was sub-par. <br /> <br />Q: We have been here since the plat was originally built. We were told by someone <br />that the first layer of blacktop was not the completion of the project; they would be <br />back and put in another layer of blacktop. That never happened. <br />
