What if the contractor bids substantially less?- Will <br />the assessments go down? <br /> <br />A; No. The assessments are proposed at a unit rate. As I have indicated in the <br />presentation, the Council's desire is to try to assess 1/3 of the cost. Due to the <br />construction of a storm sewer system and sub-cut that is necessary in Deerfield 3rd <br />right now, we are projecting that the assessment will only cover 26 - 27 percent of <br />the cost. If the bids are lower, the percentage that the assessments cover will just <br />get closer to the targeted goal of one-third of the total cost. <br /> <br />Q: Are the sidewalks and retaining walls included in the estimate? <br /> <br />A; Yes <br /> <br />Q: What areal properties benefit more from this project? <br /> <br />A; This project is really only a benefit to the Deerfield 3rd Addition. Storm sewer is.not <br />designed for any areas outside of the Deerfield 3rd Addition. Sidewalks are deemed <br />to be a neighborhood benefit and not necessarily of regional significance. <br /> <br />Q: Where does the City come up with their portion of the funding? <br /> <br />A; The City has a street infrastructure fund and they will also have the ability to bond <br />for their portion of the project. <br /> <br />Q: Who usually bids these projects and are they competitively bid? <br /> <br />A; Yes, it will be competitively bid. Since this is mostly a street project with a <br />substantial amount of dirt work, I would guess that either a grading contractor or a <br />street contractor would be the general for this project. <br /> <br />Q: I have heard that the original developer is still in legal trouble with the City, and that <br />the City is trying to get repayment for some items from the past? <br /> <br />A; I have no knowledge that there is anything ongoing with legal action against the <br />developer. I am aware of the action that took place a number of years ago, where <br />the developer had to come back and correct some of the deficiencies in the original <br />plat, such as tees buried in building lots. <br /> <br />Q: Is the developer responsible for the shoddy storm sewer system? <br /> <br />A; The developer built the storm sewer system that was approved and was based on <br />the standards at the time. The developer was not required at the time of this plat in <br />1986 to construct an urban-style street with concrete curb and gutter and a storm <br />sewer system. It was rather more of a rural-type development with bituminous <br />streets, catch basins, small culverts and spillways leading off the street through side <br />yards and rear yard areas. <br />
