NECESSITY AND COST-EFFECTIVENESS The improvements proposed in this study are necessary for a number of reasons. The reconstruction of the streets is a cost-effective means of continuing the City's proactive street efforts and ensuring an adequate means of transportation for local residents. In addition to rehabilitating street pavement, a total street reconstruction will allow for the correction of existing drainage problems through the construction of concrete curb and gutter, modifying street grades, and the installation of an improved storm sewer collection system. The watermain improvements are necessary due to under sized mains and deteriorating materials which result in inadequate water flow and potential leaks. The proposed improvements will provide a project large enough to ensure a competitive bidding environment and therefore will be cost-effective. Based on the information contained within this report, the proposed improvements are necessary, cost-effective, and feasible from an engineering standpoint. IV.
