INTRODUCTION On October 2, 2006 the City Council adopted Resolution 06-116 ordering the feasibility study for the 2007 Irving Avenue Area Street Rehabilitation Project. The area to be included in the project Includes Irving Avenue from 4th Street to School Street and all intersecting streets as shown in Exhibit 1. In addition, the project will include the paving of the alleys in the area and the milling and overlay of three streets south of School Street also shown in Exhibit 1. The 2007 Irving Avenue Area Street Rehabilitation Project can be broken down into three groups representing the type of improvement proposed. The first and largest portion of the project includes the reconstruction of streets, sidewalks, storm sewer, and watermain. The second part of the project includes a mill and overlay area where the streets have not deteriorated to a point that merits a complete reconstruction. The third and final part includes the paving of three alley sections. In addition, the existing sanitary sewer, water, and storm sewer systems will be evaluated to determine the necessity for improvements. The study will discuss the existing conditions, proposed improvements, estimated construction costs, and overhead costs which include city administration, engineering, fiscal, and legal 1
