CITY/MUNICIPAL UTILITIES COORDINATION <br /> <br />In previous reconstruction projects, groundwork was laid for cooperation between the <br />city and the municipal utilities. Similarly with this project it is agreed that the Municipal <br />Utilities will fund all of the construction costs associated with their water improvements. <br />In addition, the Municipal Utilities agreed to pay a percentage of construction cost for <br />plan and specification preparation. This percentage is proposed to be 10 percent of the <br />water improvement construction cost. Finally, the Municipal Utilities agreed to pay <br />directly for services during construction, including construction staking, construction <br />observation, contract administration and record drawing preparation. <br /> <br />VII. RIGHT-OF-WAY, EASEMENTS, AND PERMITS <br /> <br />Rmh~o~WavandEasemen~ <br /> <br />No right-of-way will need to be acquired for the street improvements. <br /> <br />Temporary construction easements may be required throughout the project area to <br />accommodate driveway repair, water service replacement, and/or finished grading. <br />Verbal permission will be secured from private property owners during the construstion <br />process should work need to be completed on private property. <br /> <br />Permits <br /> <br />Several permits will be required prior to construction of the proposed improvements. <br />Required permits include, but are not limited to, the following: <br /> <br />· Minnesota Department of Health <br />· Minnesota Pollution Control Agency (NPDES) <br /> <br />Watermain <br />Grading/Storm Water Quality <br /> <br />VIII. INFORMATIONAL HEARING <br /> <br />An informational hearing was held on December 7, 2006 with the affected property <br />owners. The project was discussed and residents were encouraged to voice their <br />concerns and to ask questions. Approximately 31 of the 163 properties notified for the <br />informational meeting were in attendance. The major issue appeared to be whether or <br />not to include sidewalks. A walk through will be scheduled with the residents prior to <br />construction. Appendix B describes the informational hearing in more detail including <br />minutes and the signup sheets. <br /> <br />IX. ESTIMATED PROJECT COST <br /> <br />The estimated construction costs and associated overhead costs for the proposed <br />improvements are summarized in Table 1. Based on past experiences on similar <br />projects in the City, the overhead costs have been estimated at 28% of the total <br />construction cost. The overhead costs include city administration, engineering design, <br />fiscal, and legal costs. <br /> <br />7 <br />
