Final Report, City of Elk River King Avenue Parking Lot Task Force Process, <br />LJR, Inc. Transportation Planners & Consultants, June 1,2005 <br /> <br />Background <br />The King Avenue Parking Lot Task Force was formed in December of 2004 and was <br />composed of downtown business and property owners and one downtown resident. The <br />purpose of the Task Force was to gather input on the following two issues: <br /> <br />1) Design of the King A venue Parking Lot <br />2) Parking enforcement of the King Avenue Parking Lot and how that relates to <br />parking in downtown Elk River as a whole <br /> <br />The meetings were facilitated by Lisa Raduenz of LJR, Inc. Transportation Planners & <br />Consultants in order to provide an impartial viewpoint to the discussions. City Engineer <br />Terry Maurer participated in the meetings in which design discussion took place and Police <br />Chief Beahen participated in the meeting in which parking enforcement discussion took <br />place. <br /> <br />Issue <br />The final meeting of the Task Force took place on May 5, 2005. A consensus of the Task <br />Force regarding design input took place during the first three meetings. Construction of the <br />lot commenced on June 1,2005. <br /> <br />Ms. Raduenz has prepared the attached final report on the process that the Task Ferce <br />underwent from January to May 2005. The Final Report includes the mission and goals as <br />developed by staff and the Task Force, the membership, the monthly meetings and the Task <br />Force recommendations. <br />
