This number <br />obviously exceeds the City's current ordinance but falls short of what might <br />be a more appropriate parking ratio required for auto repair businesses. <br /> <br />OVERHEAD DOORSINOISE/ODOR <br /> <br />e <br /> <br />In total there are 22 overhead doors facing Highway 169. JR Tech is the only <br />proposed tenant that would have overhead doors facing the residential area <br />to the west. To alleviate concerns expressed by the residents of Guardian <br />Angels regarding noise and odor, the Planning Commission recommended <br />that JR Tech keep their overhead doors closed during business hours and <br />only open the doors to allow vehicles to enter and exit the building. To <br />further address the noise and odor issue, please refer to the attached letter <br />from Jim Benson, representing the tenants of the auto mall, whereby he <br />addresses the noise and odor issues. <br /> <br />SCREENING TO THE WEST <br /> <br />All through this process, one of the major issues has been providing adequate <br />screening between the commercial property along Highway 169 and the <br />Guardian Angels facility to the west. The Council may recall that as part of <br />the Guardian Angels conditional use permit for their expansion, a condition <br />was added that required Guardian Angels to cooperate with the commercial <br />property owner and develop a landscape plan that would provide an adequate <br />buffer between the commercial and residential area. The developer of the <br />auto mall is essentially proposing screening by using landscape materials <br />such as conifers that will provide a year round screening and noise <br />attenuation between the two land uses. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission recommended approval of the conditional use <br />permit request for an auto mall and multiple buildings on one lot with all the <br />conditions recommended by staff except for the following modifications: <br /> <br />e <br /> <br />.
